'The banks will benefit very considerably from these payments': AG's mica advice to government in full

On 16 June, 2021 attorney general Paul Gallagher wrote to housing minister Darragh O’Brien with legal advice on the state's mica scheme. Gallagher in the correspondence told O'Brien that Irish "banks are making no contribution whatsoever" to the scheme even though they "will in fact benefit very considerably from these payments". He went on to outline how the state could require these banks to contribute – something for which Sinn Féin's Pearse Doherty has called.
